Board of Commissioners Urges DEP
to Rule on Susquehanna River Impairment

HARRISBURG, Pa. (April 29) – A delay on a critical decision about the health of the Susquehanna River has prompted the Board of Fish and Boat Commissioners to send a letter to the Secretary of the Department of Environmental Protection (DEP) reiterating their call that the river is sick and urging him to issue the agency’s decision.

“For over six years, we, the Board of Commissioners of the Pennsylvania Fish and Boat Commission (PFBC), have been speaking publicly about the need to take action to restore the Susquehanna River’s smallmouth bass fishery,” stated the April 27 letter to DEP Secretary John Quigley. “In January 2010 and September 2014, we unanimously passed resolutions to that effect.”

“We agree with PFBC Executive Director John Arway that the results of the Causal Analysis/Diagnosis Decision Information System (CADDIS) initiative support an impairment determination and are concerned that it has taken so long for [DEP] to announce its decision. To that end, we are expecting that an announcement about the listing decision will be forthcoming in May.”

Since 2012, the PFBC has unsuccessfully petitioned DEP to add the river to the state’s bi-annual list of impaired waterways. The 2016 list was expected to be issued in February, but DEP acknowledged to the Pittsburgh Post-Gazette that it was postponing the announcement of the list until May.

“The impairment designation is critical because it starts a timeline for developing a restoration plan,” said PFBC Executive Director John Arway. “We’ve known the river has been sick since 2005, when we first started seeing sores and lesions on young bass. Now we have even more evidence to support the scientific argument for impairment.”

“If we do not act to address the water quality issues in the Susquehanna River, Pennsylvania risks losing what is left of what was once considered a world-class smallmouth bass fishery,” he said. “DEP was expected to release its 2016 list of impaired waters in February. Now it’s been delayed. We are urging DEP once again to follow the science and add the Susquehanna River to the Commonwealth’s list of impaired waters.”

The PFBC first documented disease-related mortality of young-of-year smallmouth bass in the Susquehanna River in 2005. In May 2015, the PFBC announced that two independent laboratory tests had confirmed a malignant, or cancerous, tumor on a single smallmouth bass caught in the middle Susquehanna River by an angler in late 2014 and provided to the PFBC. Since 2005, PFBC biologists have continued to find sores and lesions on young-of-year bass during late spring and early summer surveys at alarming rates. This has resulted in an overall population decline in the total number of smallmouth bass which can live and be caught from the Susquehanna River.

All of their previous "urging" in the past was under the corrupt Corbet administration.  Corbet wanted to frack all the state forests and state parks using water from any river or stream, clear cutting for roads and wells, now he's gone.  Hopefully the new administration will get the ball rolling on this.

I wish Corbet won he was a world better than the inept pos that is in there now. I don't expect him to last beyond this term. If PA had recall he would have been bounced already.

On any issue besides environment I know nothing, and don't care.  Tom Wolf secured a lot of votes from PennEnvironment, he made promises to preserve the state forests and parks.

Getting on DEP's impairment list would be a step in the right direction but in my opinion the river was sick long before 2005. I've fished the river since the 60's and have caught fish with sores or tumors occasionally but never saw the black "whatever it is" on the SM. Our scum lined boats tell us that it is not the cleanest water but better than it was back when the shoreline was actually orange with mine acid and raw sewage floating by. There was also years where the season was year-round in the Susky for bass and many were taken right off the spawning beds which I'm sure helped the decline. Whatever today's problems are, I hope they can do something in my lifetime. Remember, the only way a politician can keep a promise is if we poor people pay for it!!

I have yet to meet or communicate with any politician (of any party) who I thought had an environmental conscience or ethical environmental character. You cannot legislate a clean environment...you must have have an environmental conscience and ethic. That includes society in general. Therein lies the problem.

The Chesapeake Bay Initiative to reduce nutrient pollution (nitrogen and phosphorus) began in the early 1980's. Thirty five years later very little has been accomplished and Pennsylvania has been the most non-compliant state in cleaning up the Susquehanna which provides the major input to the Chesapeake Bay.

Would be nice to have the Susquehanna declared impaired (because it is impaired) but it may not really mean much until the connection is made for people between the impaired water and the impaired health of people using the water. Even then...one wonders if that will be enough.

Well said "DRY", there is no easy solution and it would take everyone on board to even make a difference. Until then I'll just keep fishing, some of those Cabin Creek tubes showed up in my mailbox today!!!

....some of those Cabin Creek tubes showed up in my mailbox today!!!

Those 2.5 " tubes can be good year round...but are especially effective in winter and early spring when they are looking for something small to eat and easy to catch.  ;)  :)
