Title: Cold water, sluggish cats

Managed to get out for a couple hours about a week and a half ago, in the chilling spring air and howling wind. LOL. The water was high, but definitely manageable. I soaked three rods with cut bait and only managed two cats in two hours. My buddy got the best one of the day, pictured below. We had a lot of subtle, light bites that didn't yield a fish. I'm curious to know what that was about, possibly smaller cats nipping at the bait or small walleyes? Here's hoping that some warmer weather will get the fish in a more aggressive mode.
