Has the ice gone out or is the river still frozen over too?

The river is frozen upstream of the bridge but clear from the bridge toward Conklin

As of 5:00 PM it was frozen above the 81 bridge for about 1/2 mile but it was open from there to Susquehanna. There must be a ice jam just above there
